This letter argues that migration fell during the pandemic, but not in the ways we usually think: domestic restrictions mainly reduced inflows, while border closures often curtailed outflows and stranded migrants. Distinguishing inflows from outflows matters for interpreting crisis-era migration dynamics and for designing policy.
